The rulebook
- Commercial Passenger Vehicle Industry Act 2017 (Vic) and the Commercial Passenger Vehicle Industry Regulations 2018 (Vic) — booking service providers, driver accreditation, commercial passenger vehicles and the safety duties that run through the industry.
- The regulator is Safe Transport Victoria. The commercial passenger vehicle service levy is collected by the State Revenue Office.

Every step of the way
JollyDrivers' national tools apply here as everywhere: documents with expiry dates and operator approval, one door for every booking, the eligibility check at assignment (it warns rather than refuses today, and has no Victorian document types to check against yet), stage stamps on every trip, the case register, tax invoices in the operator's own Xero, and the booking's full history kept.
The booking business
A business that takes bookings for commercial passenger vehicle services must be registered as a booking service provider and carries safety duties under the Act.

Drivers
Drivers of commercial passenger vehicles need driver accreditation from Safe Transport Victoria.
Partly built A driver's licence, police check and other documents can be stored with expiry dates and approved by the operator, but no Victorian accreditation document type is seeded — an administrator has to define it first.
Vehicles
Vehicles used for these services must be registered as commercial passenger vehicles.
Partly built Vehicles carry their own documents and a service log; no Victorian vehicle document types are seeded, and a booking does not yet snapshot which vehicle did the trip.
Safety and fatigue
Fatigue is managed through the general safety duties. Heavy-vehicle fatigue law does not apply to these vehicles.

Incidents and complaints
Built The case register records complaints and incidents on the operator's own books. Not built yet JollyDrivers prints no Victorian notification test or deadline yet.
Records, fares and levies
A levy is payable on every commercial passenger vehicle trip that starts in Victoria. The amount is indexed each year; the State Revenue Office publishes the current rate.

Privacy
Built The same as every state: operators see only their own bookings, driver documents move only by recorded consent and are encrypted at rest, and privacy requests are tracked. Not built yet No separate consent step before a medical certificate or police check is uploaded.
Where JollyDrivers falls short
- No Victorian document types, safety-plan templates, course, levy line or notification guidance.
- The compliance gate warns rather than refuses, and reminders are switched off, as everywhere.

It is not an authorised booking entity, booking service provider or transport operator, and it does not hold anybody's authorisation for them: the operator does, and the operator and driver stay accountable for the duties the law gives them.
